The Team
Gabrielle Enfield
Community Reinvestment Manager
Gabrielle Enfield has served Washoe County in the Office of the County Manager, since 2001. She leads the Community Reinvestment Division; responsible for identifying and addressing community needs by convening partners and aligning new and existing resources to create transformative change. Projects are funded utilizing the county’s recovery funds, competitive federal grants, opioid settlement funds, foundation grants and county general funds. Enfield served as the County Grants Administrator, providing oversight for county-wide federal funding; and as Community Support Administrator she worked closely with community based human service organizations addressing human services needs including homelessness and housing assistance. She spearheaded development of the Washoe ArTrail project in collaboration with Burning Man and multiple community partners. The ArTrail, routes along a 200-mile trail celebrating the art, history and culture of Washoe County. She is responsible for Washoe County’s Arts and Culture projects including temporary art, murals, and new installations. Ms. Enfield was recently appointed to the Artown Board of Directors. She also serves on the Western Nevada Development District Board of Directors, the One Truckee River Partnership Council, and is a member of the Urban Land Institute - Public Private Partnership Council, Gold. She is an Throughout her career she has developed a robust background in and respect for the power of collaboration. She earned a Master of Public Administration from the University of Idaho, the Certified Grants Management Specialist, from National Grants Management Association. In her free time Gabrielle enjoys art events, hiking, biking, and exploring recreational areas and National Parks.
Connie Lucido
County Grants Administrator
Washoe County’s Grants Administrator, Connie Lucido, joined Washoe County in 2022 bringing 20 years of experience in public administration in state and local government. Connie has a strong background in the application of federal grant policies, auditing for compliance, program development and implementation; and is accomplished in aligning strategic initiatives and cooperative teaming. Her bachelor’s degree is in Criminal Justice, and she is credentialed as a Certified Grants Management Specialist (CGMS) from the National Grants Management Association.
Liz Phillips
Fiscal Compliance Officer
Liz has a BS in Accounting from UNR and a MS in Legal Translation, Spanish/English from NYU. She worked and studied abroad in South America for several years, which included two years playing for the Chilean Wheelchair Rugby National Team. Before she came to Community Reinvestment, she worked as a Buyer in the Comptroller’s Office.
Lauren Beal
Grants and Community Program Analyst - Opioid Specific
Lauren joined Washoe County in 2024 to manage the newly established Washoe Opioid Abatement and Recovery Fund (WOARF). Lauren is a dedicated public health professional with extensive experience in program management, research coordination, and policy advocacy. Holding a Master of Public Health in Population and Family Health from Columbia University, Lauren has spearheaded numerous initiatives aimed at addressing the intersections of substance use, legal system involvement, and community health. Lauren is committed to data-informed decision-making and community empowerment and has worked nationally and internationally to build the capacity of communities to develop comprehensive approaches to addressing substance use that center the healing and wellbeing of all. When not at work she likes to spend time in her garden with her dog Fig.
Michael Boreham
Program Coordinator
Michael Boreham is an accomplished professional with expertise in construction management, finance, and grant management. As the Program Coordinator for the Washoe County Community Reinvestment Team, he supports each program the team manages. Michael is proud to be part of the Washoe County team and is dedicated to fostering community development and enhancing local initiatives.
